Healthcare: Will individuals be free to choose?

Editor’s note: This article is an integral part of the health care debate. Can people decide how to allocate their resources? Can they decide whether they allocate those resources for their health care in the form of insurance? Are they free to make that choice (and be responsible for the consequences)? Or is it government’s role to mandate how people spend their resources.  If the resource choice is a trade off of health care versus food and shelter, should the government decide the outcome of the resource allocation?
